I'll give two examples of such
Yoshikage Kira surprisingly for many he is the most beloved and thoughtful villain and for the creator the most beloved but he pisses me off. Okay, what good qualities does he have - intelligence. He is so smart that the severed hand of a girl literally sticks out of his jacket. Oh yeah, he is not afraid that while he sucks his fingers in a store, where anyone can look in his direction and see it. Lunch in the park carelessly, where he can easily be robbed or more precisely see his hand. And for some reason I do not believe that with such behavior, he could not be caught for 15 years, and that such a situation is the first time for him. Oh yeah, he is a master manipulator, if something happens, he will talk his way out of it. Something when not the smartest boy burned, he was not able to convince him, and immediately went to murder. And yes, when he changed his image, he didn't come up with anything smarter than just ignoring his pursuers. They wouldn't try to pursue him and find him, right? (Or he could have tried to secretly kill them one by one and blow them up using the fact that they don't know who he is and when he'll attack). And when he found out that no, and that they'll find him sooner or later, he didn't come up with anything smarter than gnawing his fingers until they bleed until the piano pierced him, giving him a sudden powerful peck. And in general, I find one scene where he sucks on dead fingers disgusting. Also, like every most vile villain of the series, he commits a disgusting act - he kills a dog. (Only Kars saved the dog, the kindest villain of this series, I adore him) So, but that's my IMHO.
Justin Hammer (What If...?) is a villain for every scene, whom I was furiously cringing at how self-confident and stupid he is. So much so that I forgot the entire episode, but I remember a few moments. When he reprogrammed Stark's robots, he ordered his subordinates to continue breaking the glass, and he and the robots went to rest. The subordinates naturally did not break the super-strong glass, but the robots quickly broke through. The question is, couldn't he have immediately ordered the robots to break the glass, instead of wasting time. Thus, he lost time, and the main plan failed. The second question is, is it a smart move to leave subordinates alone to break the glass where the super serum is located. Is there a chance that they will break the glass and drink it themselves? (Why not?) And even if he had accomplished the goal, he wouldn't have been able to take out the Hulk, Thor, and the rest on his own. So his plan was crap from the start. But he had a lot of fun like the stupidest villains. In short, for me, he is too incompetent for my IMHO. And in general, I was tilting the entire episode because of him.
