Villains who adhere to a form of one-party government in which the state has complete control over politics and the lives of citizens.

Since Totalitarianisms often employ xenophobic or even genocidal policies (like in the case of the Nazis and the Fascists) it's very hard for Totalitarians to not become too heinous to be an MB. should a villain in this category be a Nazi, a Fascist or any other mostly xenophobic totalitarian group, it must be made clear they do not share their party's more bigoted views (i.e. Vandal Savage).
