Choe Gu-sung(Hangul: 최구성, Choe Gu-seong/Nihongo: チェ・グソン, Che Guson) is the secondary antagonist of Season 1 of Psycho-Pass. A survivor of the second Korean War as a child and eventually moving to Japan, upon being deemed a latent criminal by the Sibyl System, Choe becomes Shōgo Makishima's right-hand, using his hacking skills to be the key reason Makishima neared victory in his initial plan.
He was voiced by Yasunori Masutani in the Japanese version, and by David Wald in the English version.
What Makes Him Magnificent?[]
- Is ultimately pitted against a system of deplorable, self-righteous totalitarians that generally try covering up their own flaws, so it is easy to forget Choe & Makishima are equally as bad thanks to their charisma.
- While helping many nasty criminals, such as Kozaboro Tōma, Masatake Mido, Rikako Ōryō and Toyohisa Sengūji, he is ultimately hands-off on what all horrid crimes they do, which the story presents as all having desired to do so even before Choe came into the scene.
- Has a tragic backstory in which as a child, Choe had to flee his homeland Korea due to a second Korean war breaking out, having needed to replace his eyes with cybernetics. He was also discriminated extensively for his Crime Coefficient.
- Lacks the traces of sadism that even Makishima, a fellow Magnificent Baddie has, having an actual limit on how much blood and gore he can experience.
- Is very affable. Not only is he a highly loyal best friend to Makishima, Choe actually takes a liking to Kagari when chatting with him during their time on the basements of Nona Tower.
- Is an expert hacker, using his skills to secretly provide resources to Makishima's clients, help them evade the police, or even lure them to a trap that will eliminate them when they become liabilities. Impressive displays include:
- Hacking into the party's grid to change all the holographic costumes to that of Talisman to help Masatake Mido escape the MWPSB.
- When Mido's lack of identity proved to be a liability, Choe uses his hacking skills to help Makishima cut Mido off and ensure he gets killed by the MWSPB.
- Using a hologram to disguise himself as a student of Ōso Academy to give Rikako her tools and also help her escape into the sewers to be killed by Toyohisa Sengūji.
- Exploiting Sibyl's flaws, he creates the instrument on Makishima's success, the helmets which would copy the lowest Psycho-Pass, giving it to latent criminals to help them commit crimes undetected and then stir up tensions to cause riots which spread the MWPSB thin and distract them from the real target: Nona Tower.
- Using his own knowledge on computers, Choe deduces the location of the Sibyl System underneath the Ministry of Welfare's Nona Tower. Makishima himself pauses to praise Choe's genius.
- Successfully hacks into the vault containing the Sibyl System, the most fortified place in Japan, and managed to record its true nature, a biocomputer containing criminally asymptomatic signs.
- When Chief Joshū Kasei attacks him, Choe manages to shoot back, which would have killed her if it weren't for the fact that she was an android body, something Choe couldn't have known. The remaining footage he got after his death inspires Makishima to continue fighting Sibyl.
What Makes Him a Baddie?[]
- Is the one providing resources to many depraved serial killers and criminals on Makishima's behalf.
- Creates the very tools to instigate various devastating riots all across the city, seeing countless people killed.
- Ultimately seeks to tear down the Sibyl System to unleash chaos and anarchy to society.
