Dr. Roosevelt is the overarching antagonist of Naoki Urasawa's 2003 manga Pluto. He is an advanced supercomputer that takes the form of an immovable brown teddy bear, serving as the advisor of the President of Thracia, and is ultimately the root of all events in the story, having been the mastermind behind the 39th Asian Conflict, as well as being the secret backer behind the scheme of the series' main villain, Professor Abullah, the master of the titular Pluto.
He is voiced by Marina Inoue in Japanese and by Melissa Hutchinson in English.
What Makes Him Magnificent?[]
- Despite being Pure Evil, he doesn't dip into any personally despicable crimes unlike other villains, such as Adolf Haas' brother being a serial killer that solely targets robot children out of mere xenophobia, or even fellow Magnificent Baddie, Professor Abullah, forcing his son to be a weapon against his will. His heinousness is ironically "restrained" to much more grandiose schemes that display the depths of his manipulation that makes him come across as impressive first and foremost, and a depraved sociopath second.
- Even if an act considering his Pure Evil status, he will always have an impeccably polite and cordial with everyone around him, never losing his cool and composed structure.
- As the advisor to the President of Thracia, he gives the overall Smug Snake of an authority figure into believing he is the one in control so he can use him as his personal figure to have his own control at the politics, weapons system and military affairs of the country.
- When noting Persia's advanced robotics and how it would undermine Thracia's supremacy and his plans to conquer the world, he manipulates the two countries to war with each other and masterminds Thracia's victory.
- Having either planned Goji's descend to history or adapted it upon learning about it, he secretly pulls some strings behind the scenes to ensure it's success, seeing all of the world's 7 most advanced robots in the world destroyed.
- Overall manipulates all events behind the scenes and nearly everyone in the story to have Goji detonate a bomb in Thracia, karmically outplaying the President in the process, in his overall plan to weaken the world enough to conquer it with ease. This plan was only seconds away from success and was only thwarted by Atom unexpectedly redeeming Pluto. Even then, when faced with this, Roosevelt dismisses this and decides to simply make another plan instead.
- While not redeeming, he has a sort of twisted respect for Brau-1589 for having enough of a will to defy robot rules and have the freedom to kill humans and offers an attempt to join him.
- When Brau rejects his offer and throws a spear at his head, Roosevelt only exasperatedly expresses mild disappointment on things not working out and resigns to his fate.
What Makes Him a Baddie?[]
- Masterminded an extremely destructive war between Persia and Thracia that saw countless robots and humans killed, even children, and left Persia decimated into a poverty stricken country.
- Enables Abullah's scheme to kill the word's 7 most advanced robots and the Bora Investigation Squad.
- Supplies Abullah with the Anti-Proton Bomb and further his plan to wipe out 90% of all biological life on Earth just to rule over the remains.
