This is a list of villains deemed not magnificent enough, not evil enough, or too evil to qualify as a Magnificent Baddie. If you want to know more about the qualifications for a Magnificent Baddie, take a look at Magnificent Baddie.
Characters who fail the Magnificent Baddie criteria generally fall under three different categories:
- Not Magnificent Enough: These characters are not charismatic or intelligent enough to qualify. They may have traits that detract from their charm (i.e. pettiness, cowardice, xenophobia, spite), or they may fail to stand out as exceptionally intelligent (i.e. they may get successfully manipulated by another character, or they may simply be too incompetent).
- Not Bad Enough: These characters fail to commit any significantly shady acts that solidifies their status as a "baddie". Either any of their potentially questionable acts are completely justified, or they fail to commit any remotely sketchy acts at all.
- Too Much Of A Baddie: These characters are so atrocious that their actions detract from their charm/intelligence and they become less magnificent than they are a baddie as a result. For these characters, too many of their actions may be pointless or downright excessive with not enough magnificence to overshadow it (i.e. cannibalism, domestic abuse) or lacks any context that can explain it as being done for any reason other than sick pleasure or solely for the sake of inflicting suffering (i.e rape).
- Some Combination: Self-explanatory.
Note that these three categories may not always be mutually exclusive, and a character may fall under two of them. If a characters falls under two sections, then list them under both sections and for each section explain why they fall under that category.
DO NOT add a page on ANY of the following characters on this list. However, if you want to add someone to the list whom you think shouldn't have a page to be added use the talk page.
NOTE: When suggesting someone to be added to this list, please offer an adequate explanation as to why they are not a Magnificent Baddie. Entries that do not adequately address such reasons will not be added.

- Andrew Ryan (gets egregiously outplayed by Fontaine; is too much of a paranoid, delusional tyrant who executes any opposition to his rule before spearing their corpses to a wall, brutally murders Jasmine Jolene in a fit of blind rage, approbates the creation and experimentation of more Big Daddies and Little Sisters, and is at least partially responsible for the degradation of Rapture)
