Bear #03, better known as Mr. Grizz, is one of the overarching antagonists of the Splatoon franchise. He is an anthropomorphic grizzly bear who plots to restore mammals to Earth by firing a rocket of Fuzzy Ooze at it. He funded this venture by becoming the CEO of Grizzco, sending Inklings and Octolings alike to collect power eggs from the Salmonids, all while hiding behind an innocuous radio.
He has a genuinely tragic backstory, having been hibernated (but left conscious) for 12,000 years on the spaceship "Ark Polaris", with everyone in it but him dying. As if that wasn't enough, upon returning to Earth, he found out that there were no other mammals left (even though Judd and Lil Judd do exist, but he likely wasn't aware of their existence).
He's shown to be very skilled, managing to repair some of Alterna's facilities and experimenting with the crystals, eventually creating the Fuzzy Ooze. He also manages to create an entire company from scratch and manipulating Inklings and Octolings into working for him.
He has a genuinely affable personality, and he maintains it even after his reveal as a villain, even coming off as amusing from time to time.
He's a well-intentioned extremist who wants to bring mammals back to Earth to re-establish what he considers the balance of nature.
It's also worth mentioning that he doesn't hold any grudge against sea creatures, and is merely doing what he does because he genuinely thinks it's the right thing to do.
He takes his defeat gracefully, accepting that his plan failed and that sea creatures are now the dominant species, showing to be honorable.
While he does deny the new Agent 3 any severance pay, it's mostly played for laughs (and apparently it's a localization joke since in the Japanese text he congratulates to them for their hard work), making it not too disqualifying.
What Makes Him A Baddie?[]
He sent his employees to fight against dangerous Salmonids, clearly not caring that much about their safety (although some lines suggest that he does have some care for them).
He stole the Salmonids' Golden Eggs through his employees to create the Fuzzy Ooze, and since small creatures can be seen inside the eggs, this essentially makes him a mass infanticide. However, while heinous, this action doesn't detract too much from his magnificence since it's never shown how he actually uses the eggs to create the Fuzzy Ooze, making his mass infanticide mostly an implication.
He kidnaps Splatville's Great Zapfish alongside a large amount of Octarians, turning the latter into his soldiers.
After capturing Cuttlefish, he reaps the old man's essence in order to steal his brain, dehydrating and almost killing him in the process.
He tries to cover the entire planet Earth with the Fuzzy Ooze to forcefully turn sea creatures into mammals (and succeeds in doing so in the bad ending), which essentially counts as genocide. This however isn't too heinous since, unlike Commander Tartar, he isn't trying to outright kill sea creatures for a new species to rise and the exact effects the Fuzzy Ooze has on the victims' minds is never explored in full detail.
He attempts to kill the new Agent 3 and Little Buddy.
