Senator Steven Armstrong is the main antagonist of Metal Gear Rising: Revengeance. He is the secret backer of the terrorist organization Desperado and uses them for his own ends; to use war as a business to get elected so that he can end the business of war and create a world where people fight for causes, they believe in.
He is voiced by Alastair Duncan in English and by the late Unshō Ishizuka in Japanese.
What Makes Him Magnificent?[]
- He's given memorable vocal performance by Alastair Duncan to the point that almost everything he says is iconic memes. He also has several laughably evil moments that make him enjoyable to watch. To the lesser extent, the late Unsho Ishizuka, who voiced the elderly Joseph Joestar from JJBA.
- He uses Jetstream Sam's attack on World Marshal as an opportunity to recruit him into Desperado.
- When Jetstream Sam manages to cut the Senator’s arm off, Senator Armstrong uses his nanomachines to turn his arm into a sharp edge to stab Sam’s right arm to defeat him.
- He attempts to have the US President assassinated in Pakistan to start another War on Terror to restart the American economy. When this fails due to Raiden's intervention, he has the American base framed as being attacked by terrorists.
- He has respect towards Raiden, wanting him to join the Senator’s cause.
- After being defeated by Raiden, he acknowledges Raiden as his successor.
- His plan to start another War on Terror succeeds, even after his death.
- He posthumously converts Raiden to his views, allowing him to partially succeed in the end.
- All of his villainous actions were done out of extremism, wanting to make America a better place.
What Makes Him a Baddie?[]
- He was indirectly responsible for many of Desperado's crimes by backing them, including killing Prime Minister N'mani and forcefully turning hundreds of orphans into cyborgs.
- He attempts to start another War on Terror, which likely would have killed thousands more lives.
- His goal is to create a Social Darwinistic society where the strong will rule.
- Although being Jovial, he is not above to have a condescending compassion, shown by proceeding to have handshake with Sam using his right hand after cutting Sam's right arm.
- On a lesser extent, Armstrong has a shade of American Masculinity. He found the Japanese Cherry Blossoms and any kind of Asian Transient beauties are "for Sissies" and made him sick. It's also mentioned he'd fire one of his executives for constructing the Japanese garden in and he'll be lucky to order his said executive carrying his personal out of the office.
