Tenmu Suitokuin, also known as Emperor Sutoku, is one of the two main antagonists of Touhou: Mystical Power Plant, serving as the Stage 4 Boss as well as a returning boss in Touhou: Tri-Focuser. She is one of the three Vengeful Spirits of Japan, a the Great Tengu of Youkai society and an old friend of Mitama Magahara, who she conspired with to cause the Life-Guiding Tree Incident in a smear campaign against the Moriya Shrine in hopes of driving them off Youkai Mountain.
What makes her Magnificent?[]
- In general, she is an opportunistic and sophisticated tengu who is able to put her authority among youkai to good use when she desires it and take advantage of new things to suit herself
- Prior to the events of the game, she cooperated with the enigmatic Lord Tenma to construct and establish a government system on Youkai Mountain
- She began conspiring against the Moriya Shrine using her resources
- She organized multiple smear campaigns against the Moriya Shrine by taking advantage of the several incidents to use them as material, with them only failing due to the Moriyas partially being able to get away with them and partially due to them just simply being lucky
- After finding out that Kanako Yasaka had invited Mitama Magahara to Gensokyo to work on the Life Guiding Tree project, she took advantage of it and used her historical friendship with Mitama and the fact Mitama had ulterior motives on her own to her advantage, with the two collaborating together
- She dispatched her subordinates to find and bring the correct construction parts for Mitama's plan while they were plotting in order for the warp drive to be completed
- Had an incident caused in Gensokyo via Mitama's part of their cooperation to use the supposed risk of the Life-Guiding Tree going out of control and destroying Gensokyo as material to use against the Moriyas and to sabotage their energy plan
- Successfully predicted that the Moriya Gods would fly to the tree during the incident and had it happen so she could fly in to catch them there to interrogate them to gather intel regarding other incidents
- Strategically stationed news corporations and patrol corporations on the path to Youkai Mountain to obstruct the interference of Reimu Hakurei and other Incident Resolvers
- She also tasked other tengu such as Hatate and stationed other corporations closer to the Tree with the goal of them patrolling and surveying the Life-Guiding Tree itself
- In the dialogue before her bossfight, she makes some rather notably hammy boasts and remarks, speaking dramatically to the protagonists, which is entertaining
- Her bossfight is challenging in which she demonstrates her combat prowess with beautiful but difficult spell cards and attack patterns alongside a good boss theme, with it being noted as one of the harder fights in the game despite being a mid-game battle
- While a bad boss who tends to abuse her authority, she is fairly honorable regarding her subordinates and employees, as even though she overworks them, she does not hesitate to give them overpayment as compensation for their work
- She's surprisingly affable despite her harsh demeanour at times, as she is genuine friends with Mitama Magahara and Kikyou Kabutozukamori, and in the Reimu & Utsuho Route Ending she casually lounges at the Hakurei Shrine with Mitama without any hard feelings. She even jokingly remarks to Reimu about reuniting with Taira no Masakado to reform the trio she was part in to terrorize people again and having a flower-viewing party with the shrine maiden
- In Level 0 of Tri Focuser where she offers to help the tengu protagonists practice and train before they move on to the other levels in the game, serving another lighthearted moment
- She makes another return in Infinite Blade Pavillion where she gains a comedic moment where she and Mitama crash at Hakugyokurou to reunite with Kikyou Kabutozukamori to have a casual party much to Yuyuko's annoyance
- While she is known to lose her temper from time to time, it isn't really portrayed as too undignified, infact, when she's agitated she tends to only act even more dramatic and hammy. She also consistently and easily recovers from the occurences
- While she faces minor humiliating moments after her bossfight such as when Reimu threatens to get Yukari to deport her or when Kanako turns the tables on her, she recovers shortly after and regains her composure, with these moments also being brief
- Despite her heinous track record, it doesn't detract from her charm as her most heinous crimes are off screen and set centuries before the events of the game, with her seeming to of toned down due to her current job as a corporation boss
What makes her a Baddie?[]
- After she died when she was a human, she came back from the dead as a Tengu and destroyed Heiankyou, the capital city of Japan, using her powers
- She used her powers to cause destruction and terrorise people throughout Japan in the past
- As charming as she is, she is still a corrupt corporation boss in tengu society who deliberately spreads misinformation to suit herself to try controlling the views of the public
- Attempted to defame and sabotage the Moriya Shrine's business using smear campaigns and misinformation in the past
- Conspired with Mitama Magahara to sabotage Kanako's plans for the Life-Guiding Tree during the events of Mystical Power Plant
- Ordered for news and patrol corporations to secure areas and attack the Incident Resolvers should they of attempted to reach the Tree and later she attempted to attack and take down the incident resolvers in her bossfight in the 4th Stage of the game, though she was stopped and defeated
- In the Marisa and Byakuren Route, Tenmu makes it clear that she has intentions of trying to take down the Moriya Shrine again in the future and declares an 'information war' on the Moriya Shrine and in all Routes, she returns during Mitama Magahara's second last Spell Card to attempt assist Mitama in taking down the incident resolvers
