William Tockman, also known as the Clock King, is a recurring antagonist in the Arrowverse, serving as a minor antagonist in Season 2 of Arrow and Season 1 of The Flash. He was a former employee of Kord Industries, diagnosed with a terminal illness who turned to robbery not to save himself, but his dying sister to get obtain enough money to pay for her treatment and save her before he died.
What Makes Him Magnificent?[]
- He has a tragic backstory as not only was he diagnosed with a terminal illness, but his sister got cystic fibrosis and needed a lung transplant, so he turned to crime to get enough money to save her before she died, making him an anti-villain.
- He is a sophisticated genius who frequently quotes philosophical thinkers and lives by the belief in War and Peace that time and patience were the strongest of warriors.
- He is a master strategist who literally plans his operations down to the second and uses watches to constantly keep track of the time during the operation, earning him the moniker, the Clock King.
- He is adept at improvising as shown when Walczak disobeyed his orders and exposed himself to the authorities, he was able to lead Walczak and Certo out a different exit where a protest was taking place to advantage of it by disappearing into the crowd, successfully stealing the skeleton key from Kord Industries.
- He quotes from War and Peace and derides Walczak for his cowardice which led to people unnecessarily dying before chillingly executing him with a second hand after sensing Walczak secretly pulling out a gun to kill him.
- He has Certo and a new hire successfully break into a bank vault to steal money and has them retreat 20 seconds earlier than planned after he hacked into traffic cams and saw the Arrow coming. He hacked into Team Arrow's comms and chillingly revealed he had set two trains to collide to force the Arrow to deal with that instead and though the Black Canary ambushed his men and stopped them from taking the money, he was able to distract her long enough so he and his men could all get away.
- He sets up a masterful trap for Team Arrow by purposefully abandoning his truck at his house after placing a device that emitted the same signal as the skeleton key to draw in Team Arrow so Felicity could trace it back...to the Arrowcave and allow him to piggyback off the signal to deliver a chilling boast on how Team Arrow thought they were untouchable and deducing their base was underground before remotely short-circuited their entire base and frying their system.
- He hacked into Team Arrow's comms yet again when they attempted to set a trap for him at Starling National Bank and reveal he turned off the gas release which would cause an explosion big enough to take out three blocks to divert them. He is only defeated based on something he couldn't have expected which was Felicity happening to live around the area he was and tracking him and even then, he is able to ambush her and Sara and nearly take them down before Felicity shocks him unconscious.
- His tragedy is further compounded by the fact that he wanted to at least get to say goodbye to his sister if he couldn't save her, but the Central City D.A denied him furlough to do so, preventing him from seeing his sister one last time and getting the chance to say goodbye before she died.
- He took advantage of a metahuman draining power in Central City to break free of his handcuffs and take down some cops to take the entire police precinct hostage.
- He changes into a classy suit and forces Captain Singh to hear and meet his demands of a vegetarian meal, helicopter, and a laptop of 8 gigabytes of RAM to be delivered onto the rooftop in approximately an hour lest he shoot the hostages.
- He does have some honor, acknowledging his hostages as " 8 of Central City's finest, 3 underpaid assistants, and 1 very brave reporter" and compliments Joe West for being the only one who is able to recognize the thinkers he is quoting.
- When Eddie ambushes him and shoots hi, he reveals he anticipated this and was wearing a bulletproof vest before taking him down with a shot to the shoulder.
- He once again showcases his honor by applying the tourniquet method to stop blood loss from Eddie's arm and writes a message on his forehead for the paramedics to know the method was applied if they got there in time.
- After Singh complies with his demands, he takes Iris as insurance to ensure he could escape without interference, but has a Pet the Dog moment by allowing Iris to say goodbye to her boyfriend Eddie before they left.
- He deduced that Iris had taken the gun from Eddie's holster and counterattacked just when she was about to fire, though she was still able to defeat him.

- He stole the skeleton key from Kord Industry to use to break into any bank vault.
- He set two trains to crash and stopped the gas release which would have caused an explosion big enough to take out three whole blocks to distract Team Arrow.
- He killed two cops and nearly Eddie when he took the police precinct hostage and threatened to kill the 12 hostages if his demands weren't met.
